The quote (from Wordsworth’s “I Wandered Lonely as a Cloud”) is “When all at once I saw a crowd / A host of dancing Daffodils”
And if neither, is there a literary term that could be applied to either, since they both modify the Daffodils?

No, neither. “A crowd” is synonymous with “a host.” Both mean “a lot.”
